The “Spiti mou 3” scheme, designed to help prospective buyers purchase their first home through low-interest mortgage loans, is expected to be launched around late December 2026 or early January 2027.

The third programme in the series aims to make homeownership more accessible to a wider range of citizens by raising income and age eligibility thresholds, as well as the maximum financing amount and property value limits.

Budget, Objectives and Eligibility Criteria

With the details regarding the application process and required documentation expected to be finalised before the programme’s launch, “Spiti mou 3” has a budget of €2 billion and aims to help approximately 20,000 young people, couples and households purchase their first affordable home.

One of the key changes introduced by the new programme concerns the age limit for applicants, which will rise to 55, up from 50 under “Spiti mou 2”.

The maximum eligible property value will increase to €300,000, compared with €250,000 under the previous programme, while the maximum loan amount will rise to €230,000 from €190,000.

Compared with “Spiti mou 2”, the new scheme will also increase the additional income allowance per dependent child to €7,000 from €5,000.

More specifically, the maximum annual income threshold for single applicants will rise to €25,000 from €20,000.

For married couples, the maximum income threshold will increase to €35,000, with an additional €7,000 for each child, compared with the previous threshold of €28,000 plus €4,000 per child.

For single-parent households, the maximum income threshold will rise to €39,000, with an additional €7,000 per child, compared with €31,000 and an allowance of €5,000 for each additional child under the previous scheme.

Another significant change is the increase in the permitted property floor area for families with more than four children, with an additional 10 square metres allowed for each child beyond the fourth.

Financing may cover up to 90% of the property’s value, with the remaining 10% required as a contribution from the beneficiary’s own funds. This preserves the programme’s principal advantage: access to mortgage financing at a substantially lower cost.

As of now, no official announcement has specified the proportion of the loan that will be interest-free or the level of interest-rate subsidy.

Previous Programmes: Strong Uptake and High Budget Absorption

Under the first “Spiti mou” scheme, the budget was increased from an initial €500 million to €1 billion, with approximately 87.3% of the available funding absorbed through 7,814 loans.

Under “Spiti mou 2”, loans worth approximately €1.82 billion had been approved against a total budget of €2 billion, representing around 91% of the available allocation. Meanwhile, the 14,114 signed loan agreements amounted to €1.54 billion, equivalent to approximately 77% of the programme’s total budget.
