The renovation of the Athens Student Residence (FEA) has entered the implementation phase, with a total budget of €18.6 million, following the signing of the relevant contract between the Institute of Youth and Lifelong Learning (INEDIVIM) and the contractor ELEMKΑ S.A., a subsidiary of METKA ATE.
According to an official announcement, construction works are expected to commence immediately. The contract was signed at INEDIVIM’s headquarters by its President, Anna Rokofyliou, and the President of METKA, Evangelos Chrysafis, in the presence of the Chief Executive Officer of ELEMKΑ, Ioannis Mytilinaios, and the Deputy Chief Executive Officer of the Hellenic Corporation of Assets and Participations (HCAP), Panagiotis Stampoulidis. INEDIVIM noted that the project was first announced in early 2025, while the programmatic agreement with TAIPED was signed in July. The tender was launched on 3 September, and the contract was awarded in less than five months—a timeframe described as “record-breaking” for a public project of comparable scale.
The tendering process was conducted by the Strategic Contracts Unit (PPF) of HCAP, with INEDIVIM acting as the contracting authority and the Ministry of Education, Religious Affairs and Sports serving as the funding body through the Public Investment Programme. As emphasized by HCAP’s Deputy CEO, Panagiotis Stampoulidis, the completion of the procedure in just six months demonstrates that “effective planning, institutional cooperation and technical expertise can significantly accelerate the delivery of complex public projects with substantial social impact.”
Large-scale interventions
The project αφορά a total area of 10,271.20 square metres and is expected to be completed within approximately eighteen months. It includes extensive works aimed at energy efficiency upgrades, structural reinforcement and the modernization of the Athens Student Residence’s infrastructure, with particular emphasis on accessibility, safety and the enhancement of students’ quality of life. INEDIVIM President Anna Rokofyliou described the project as “emblematic,” noting that it forms part of a broader national programme to upgrade student residences. She further highlighted that, amid mounting housing pressures and rising student accommodation costs, the project is expected to provide meaningful relief to low-income families.
For his part, METKA President Evangelos Chrysafis underscored that the initiative represents an infrastructure project with a strong social footprint, stressing the importance of safe, high-quality living conditions for students. The renovation of the Athens Student Residence forms part of a broader investment strategy aimed at strengthening student welfare and social cohesion, with the ultimate objective of upgrading the infrastructure of public higher education.
