The consultation will remain open until 10:00 a.m. on 14 April 2026.
According to the Ministry of Environment and Energy (YPEN), the new regulations aim to reduce energy costs for households and businesses, strengthen energy security, and achieve the national targets of the National Energy and Climate Plan (NECP).
A central pillar of the draft law is enhancing the role of citizens in the energy market, transforming them from passive consumers into active participants. For the first time, small and mobile electricity systems—such as home batteries and electric vehicles—are explicitly incorporated, allowing their participation through mechanisms such as aggregated representation, demand response, and flexibility services.
At the same time, network operators are required to take these systems into account in the design and operation of the networks. Access to critical data for batteries and electric vehicles, combined with the development of smart charging, strengthens system control and flexibility.
The draft law also provides for the creation of an Electronic Registry of Self-Consumers, the strengthening of CRES’s (Center for Renewable Energy Sources and Saving) role in providing technical support to energy communities, and additional provisions regarding public service obligations, small hydropower plants, and energy storage facilities.
Particular emphasis is placed on Western Greece, where YPEN is promoting the necessary regulations to launch photovoltaic projects by energy communities involving regional authorities, municipalities, and irrigation improvement organizations, with the goal of significantly reducing energy costs.
Additionally, the draft law includes provisions for the development of offshore wind farms, the smooth implementation of pumped-storage projects, and the optimization of mineral resource utilization.
The scope of the law is not limited to the energy sector. It also incorporates urban planning, forestry, and environmental regulations, including updates to forest maps and the simplification of property transfer procedures in cases where decisions have been issued by the Committees for the Examination of Objections.
