Out-of-Court debt resolutions surpass €20B

A significant milestone was achieved in July by the Out-of-Court Debt Restructuring Mechanism, with total debt arrangements exceeding €20 billion since the launch of the platform.

According to an announcement by the Ministry of National Economy and Finance, a total of 66,578 debt arrangements had been completed by the end of July, corresponding to initial debts amounting to €20.19 billion.

During July alone, 2,164 new successful debt arrangements were completed, with a total value of €511 million, confirming the mechanism’s consistently upward trajectory.

Of particular importance is the fact that the approval rate for applications remains stable at around 80% following the introduction of mandatory creditor participation, a development that further enhances the mechanism’s credibility and effectiveness.

Social Protection – Arrangements for Vulnerable Borrowers and Persons with Disabilities

Participation by financially vulnerable households continues to show positive momentum. In July, 271 arrangements were completed for financially vulnerable debtors, including 26 involving persons with disabilities (PwDs). At the same time, through the advance payment measure, 603 property auctions were suspended, providing substantial protection for debtors’ assets and primary residences.

Bilateral Debt Arrangements with Financial Institutions (June)

Alongside the state-supported tools, bilateral loan restructuring arrangements continue to progress, with the four largest servicers (Intrum, Cepal, DoValue and Qquant) recording debt arrangements totalling €356 million in June, involving 4,239 debtors. The majority of these arrangements relate to mortgage loans, while a significant proportion concerns loans to very small enterprises.

72-Instalment Debt Settlement Scheme with the Independent Authority for Public Revenue (AADE)

As previously announced, the AADE platform for the inclusion of debts in the new settlement scheme of up to 72 instalments was activated on 18 July, under Law 5313/2026. The scheme applies to debts owed to the State that became overdue by 31 December 2023, with relevant applications submitted electronically through the myAADE platform until 31 December 2026.
