ReDataset: spatial disparities in the implementation of the ‘Exoikonomo’ Program

ReDataset data reveal significant regional differences in participation in the 2024–2025 ‘Exoikonomo’ program, with some areas dominating in total applications and others excelling in relative uptake relative to the eligible housing stock

According to ReDataset, based on available real estate market data and census information, Patras records the highest number of approved residences at the national level. However, in terms of participation intensity—that is, the proportion of eligible residences—Pella emerges as the leader, with a rate of 1.68%.

In the Attica region, the Central Athens Sector dominates in absolute application volume, largely due to its substantial building stock. Nevertheless, the Western Athens Sector exhibits a higher relative participation rate, at 0.26%. At the municipal level, it is evident that larger size does not necessarily correspond to greater participation intensity: within the Central Sector, Dafni–Ymittos registers the highest relative rate (0.28%), despite not ranking among the top five municipalities in total applications.

ReDataset notes that its analytical methodology combined program data from the Technical Chamber of Greece, 2021 housing census data from the Hellenic Statistical Authority, and estimates of the residential stock constructed up to 2011. The latter was used as a proxy for the eligible building stock, given that newer constructions generally meet higher energy efficiency standards.

The Benefits of “Exoikonomo”
Although the “Exoikonomo” program has been implemented across multiple cycles in previous years, this analysis focuses exclusively on the 2024–2025 period, aiming to capture current dynamics rather than cumulative participation.

The principal finding is that participation is not merely a function of the size of a region. When data are adjusted for the eligible building stock, different “leaders” emerge, highlighting the areas where the program achieves deeper penetration into the existing residential environment.

Finally, it should be noted that ReDataset’s analysis relies solely on publicly available real estate and census data. It does not attempt to interpret the underlying causes of participation patterns, but rather provides a quantitative assessment of recent activity.
