Rhodope’s local development plan backed by over €1B

Rhodope is entering a phase of intensive development mobilization, as the presentation of the Local Development Plan in Komotini marks the completion of the first round of governmental consultations in Eastern Macedonia and Thrace.

The plan, presented under the coordination of Thanasis Kontogeorgis, brings together substantial financial resources and aims to serve as the primary driver of transformation for the local economy.

With a total budget amounting to €950 million for infrastructure projects and an additional €197 million in grants and financial instruments for businesses, the plan establishes a multi-layered framework of interventions. According to the data presented, approximately 60% of the proposals of the Interparty Committee for Thrace are already in the implementation phase, indicating an acceleration in the execution of the region’s development strategy.

A central pillar of the plan is the strengthening of core infrastructure. In the water resources sector, the completion of the Iasmos dam and the advancement of procedures for the Kompsatos dam create the conditions for upgrading agricultural production through improved irrigation networks. At the same time, in the transport sector, interventions in the road network—such as the temporary restoration of the Komotini–Nymfaia–border axis and the upgrading of the Maroneia–Evros connection—enhance cross-border mobility and the region’s connectivity.

Particular emphasis is also placed on the energy sector, with the completion of the DESFA compression station in Komotini and the promotion of the Karperi–Komotini pipeline, an investment of €321 million. These interventions strengthen the region’s role as an energy hub, with potentially positive effects on industry and the attraction of investment.

In the field of entrepreneurship, the plan utilizes instruments of the Development Law and programs of the Public Employment Service (DYPA) to boost employment and support new business ventures. Special focus is placed on border areas, where enhanced incentives are предусмотрены with the aim of reversing demographic and economic pressures.

At the same time, significant investments are directed toward social infrastructure. The construction of the new Komotini hospital, supported by the Stavros Niarchos Foundation, along with upgrades to primary healthcare facilities, enhances the quality of services provided, while new social care structures expand the safety net for vulnerable groups.

In education, the upgrading of infrastructure at the Democritus University of Thrace—particularly through the development of student housing via public-private partnerships and the construction of new academic buildings—is expected to strengthen the region’s role as an educational hub, with parallel benefits for the local economy.

In the area of spatial planning and the environment, interventions focus on the completion of environmental studies and the rationalization of protected areas, aiming to strike a balance between conservation and development. The revision of the boundaries of the Ramsar area, with a reduction of 42%, is estimated to unlock new opportunities for investment in agricultural and tourism activities.

Finally, tourism emerges as one of the key pillars of development, with projects including the creation of hiking routes and the planning of a marina in Rhodope, aiming to enhance maritime tourism and diversify the local tourism product.

Overall, the Local Development Plan for Rhodope constitutes a coherent framework of interventions with a strong development and investment footprint. The challenge now shifts to the speed of implementation, the absorption of funds, and the translation of commitments into measurable economic outcomes for local society and entrepreneurship.
