The Environmental Study for the Special Spatial Development Plan for Strategic Investments (S.S.D.P.S.I.) concerning the major tourism project “Serenity Village,” planned for the Vlacheika area of Ermionida by Hydra Rock Properties Single-Member S.A. (owned by Ioannis V. Vardinoyannis), is currently under public consultation.

The investment, with a total budget of €475 million, concerns the development of an ultra-luxury hotel complex and a tourist village in the Peloponnese, opposite the island of Dokos, on an area of approximately 1,750 stremmas, of which 1,714.17 stremmas fall within the jurisdiction of the Municipality of Poros, in the Regional Unit of Islands of the Attica Region, while the remaining 40 stremmas are located 700 meters away, in the Metochi area of the Municipality of Ermionida in the Regional Unit of the Peloponnese.

The proposed scenario of the Strategic Environmental Impact Assessment (SEIA) for the Special Spatial Development Plan for Strategic Investments (S.S.D.P.S.I.) envisions a modern, low-intensity, high-aesthetic development that combines tourism, recreation, and vacation housing.

The study area, after the exclusion of forested land and stream zones, comprises approximately 1,300 stremmas of net developable land on which the luxury resort, with a total surface area of approximately 90,700 square meters, will be constructed. The proposal is organized into two major zones, each with a distinct character and purpose. The first concerns the development of three extensive holiday–tourism villages, designed to blend harmoniously with the natural terrain and the identity of the area. The second zone includes special tourism facilities, such as an Integrated Tourist Resort, complexes of luxury villas, as well as a distinctive recreational hub in the Metochi area, adjacent to the existing port.

Zone 1 – Holiday Villages in Three Sections

The first zone covers the largest part of the overall development, occupying approximately 1,360 stremmas, of which 926 stremmas are ultimately developable. Three large, low-density holiday villages are planned for this area, with architectural choices emphasizing bioclimatic performance, energy efficiency, and protection of the natural landscape. The development philosophy focuses on creating large plots with low-rise buildings that offer privacy, direct contact with the natural environment, and a high quality of life.

This area constitutes the “residential” side of the investment, featuring an organized environment for vacation living, abundant communal green spaces, gentle walking and cycling routes, and all essential service hubs.

Zone 2 – Tourism, Recreation, and Luxury Hospitality

The second zone consists of three sections—each with a different character yet functionally interconnected.

Section 2A – The Central Integrated Tourist Resort

At the center of the entire site, an Integrated Tourist Resort is planned, covering approximately 258 developable stremmas. This area will serve as the “hospitality core” of the investment, hosting a 5-star hotel complex combined with luxury villas that may operate either as standalone residences or long-term lease units. The design includes modern wellness, spa, sports, and recreational facilities, creating a comprehensive, high-standard environment for demanding visitors.

Section 2B – Complex of Luxury Tourist Villas

In the western part of the area, a collection of luxury villas is planned, positioned on naturally elevated viewpoints with orientation toward the sea and the surrounding verdant landscape. This section combines privacy with direct access to the central facilities of the development, making it an ideal setting for high-end tourist accommodation.

Section 2C – The Metochi Area and the Recreation Hub

The third section of Zone 2 is located in Metochi, adjacent to the port facility connecting Ermioni with Hydra. Here, the proposal includes the development of a modern Recreation Club with sports facilities, dining areas, and an organized storage and docking area for small boats. Its proximity to the port makes this point strategic, serving as a gateway for visitors arriving by boat or seeking immediate access to the sea.

Connectivity and Infrastructure Upgrades

The area is crossed by a provincial road, which is not considered an obstacle to the unity of the development, as pedestrian bridges, underpasses, and junctions are planned to ensure safe movement and cohesion among the various sections. Additionally, the relocation of a portion of the road further inland is planned, enhancing the protection and aesthetics of the coastal front while enabling better urban organization.
