The tender concerns a project with a total estimated value of €515.4 million including VAT (€415.6 million excluding VAT) and is part of the broader strategy for the state’s digital transformation and alignment with the European eIDAS 2.0 framework and the European Digital Identity.
A central component of the project is the creation of a “Citizen Identity Hub,” a national interoperability gateway for citizen identification services. The system will also support the issuance of qualified electronic signature certificates for Greek citizens.
The new Integrated Security Document Information System (ISDIS) will cover the entire lifecycle of secure document management, including:
- collection of biometric data,
- management of applications and supporting documents,
- document personalisation,
- quality control of new identity cards and other secure documents.
The main implementation phase is expected to be completed within 18 months, while the contract also includes a 10-year operation and maintenance period, with an option for extension of up to five additional years.
The process will be carried out through a competitive dialogue procedure due to its high technical complexity and the need to identify the most suitable technological solutions. The tender will proceed in two stages:
- pre-selection of candidates,
- dialogue with participants followed by submission of binding offers.
The contracting authority is the Hellenic Corporation of Assets and Participations (Hellenic Corporation of Assets and Participations (HCAP)) through its Strategic Contracts Unit, acting on behalf of the Ministry of Citizen Protection.
The deadline for submission of participation requests is 25 June 2026.
