NTUA launches €39.6M student housing project

The National Technical University of Athens is proceeding with the complete renovation of the old student residence at the Zografou University Campus through a Public-Private Partnership (PPP).

The project concerns the design, financing, reconstruction, and overall operational management of the facilities, with the aim of creating modern, safe, and high-quality accommodation and support spaces for students and academic staff.

The company or consortium awarded the project will be responsible for preparing all necessary studies, securing the required permits and approvals, carrying out the construction works, landscaping the surrounding area, and supplying the necessary equipment. In parallel, it will undertake the maintenance and technical management of the facilities throughout the duration of the contract, including cleaning, waste management, hygiene services, security, and insurance coverage for the infrastructure during both the construction and operational phases.

The Student Residence building of the National Technical University of Athens at the Zografou University Campus, designed by architects Konstantinos Papaioannou and Kostas Finis, was among the first buildings constructed on the site.

Construction of the project began in late 1970 and was completed in 1974.

According to the tender documentation, the building consists of a basement, ground floor, mezzanine level, ten upper floors, and a rooftop structure. The total covered area of the building, including enclosed and semi-open spaces, amounts to 23,090 square metres, while the open outdoor and surrounding areas cover approximately 2,500 square metres. The main entrance is located at ground-floor level and includes a reception and lobby area with two central staircases providing access to the upper floors.

In addition to the reception and entrance area, the ground floor includes a restaurant and a cinema-theatre arranged around an open-air courtyard. The restaurant comprises a seating area, kitchen facilities, and auxiliary spaces located in the basement. The cinema-theatre, with a capacity of approximately 500 people, includes a stage and supporting service areas.

The main body of the building consists of eight standard floors, each containing 68 rooms, centred around a core of auxiliary facilities that includes shared WCs, showers, and storage areas. The ninth floor is recessed along one axis and accommodates 16 rooms, while the tenth floor was originally intended to house the director’s residence, a medical office, and additional rooms. At present, neither the ninth nor the tenth floor is in use due to extensive damage caused by moisture infiltration.

Following the completion and commencement of operation of the project, the University will make availability payments to the contractor, namely payments linked to the proper operation and availability of the facilities. The total estimated value of these payments amounts to approximately €39.6 million, excluding VAT.

The tender procedure will be carried out in two phases. During the first phase, interested parties will submit expressions of interest, while the second phase will involve dialogue with shortlisted candidates followed by the submission of binding offers. The final selection of the contractor will be based on the best value-for-money criterion rather than solely on the lowest financial bid.

The deadline for the submission of expressions of interest is Thursday, 16 July 2026, at 10:00 a.m.
