METKA – DOMIKI KRITIS wins tender for Skaramagas triple interchange

The consortium METKA – DOMIKI KRITIS has been named the provisional contractor in the tender for the construction of three grade-separated interchanges at Skaramagas, submitting a bid of €23,733,700, which represents a 21.20% discount on the project’s estimated budget.

By decision of the Ministry of Infrastructure and Transport, the First Minutes on the Opening and Evaluation of Bids prepared by the Tender Committee have been approved. The contract award criterion is the most economically advantageous tender, based solely on price, following the evaluation of the submitted technical studies.

The tender, with an estimated budget of €51,000,000 (including VAT) and optional works amounting to €9,500,000 (including VAT), concerns the construction of three grade-separated interchanges in the wider Skaramagas area, as well as the completion of a partially opened section of the Aigaleo Ring Road, enabling its connection to the Old National Road Athens–Corinth within the municipalities of Haidari and Aspropyrgos.

Five consortia participated in the tender process, submitting bids with the following discount rates:

The project also includes optional works, which may be activated depending on prevailing conditions and the availability of funding. These include the construction of additional ramps at the Schisto and Shipyards interchanges, the demolition and reconstruction of the existing bridge at the Schisto interchange, and the development of a new semi-interchange in Aspropyrgos, including an underpass of the LR-1 road to connect it with the Athens–Corinth National Highway.

Furthermore, as part of the project’s optional scope, a 2.3-kilometre road will be constructed to connect the network with the Fyli Business Park, the Fyli landfill site, and NATO Avenue—an infrastructure intervention expected to contribute significantly to traffic decongestion in the wider area.

Implementation of the project is expected to commence in 2026 and to be completed by 31 December 2028. The deadline for undertaking the legal commitments for all sub-projects has been set for 13 April 2027, while the eligibility of expenditures under the National Development Programme expires on 31 December 2025.

The project forms part of the Ministry of Infrastructure and Transport’s broader strategy to complete critical road network connections in Attica, which also includes the upgrade of the Metamorfosi interchange and the revival of the unsolicited proposal framework submitted by major construction groups that has remained inactive in recent years.

Appeals against the decision may be submitted within ten days from the date of notification.
