Atlas digital platform unlocks significant value in public properties

Roma Capitale manages one of the largest public real estate portfolios in Europe, comprising over 65,000 buildings and public spaces.

However, approximately 30% of the data was incomplete, incompatible, or not digitized, due to outdated information systems, fragmented record-keeping, and administrative complexity. The consequences were significant both economically and socially: over €1.2 billion of untapped asset value, roughly €50 million annually in uncapitalized maintenance expenditures, delays in social housing applications, and missed opportunities to leverage properties for financing or reinvestment.

The need for a unified, modern management system was urgent. The solution needed to consolidate all data into a single reliable source, enhance transparency, reduce decision-making time, and support evidence-based strategic planning. At the same time, it had to place citizens and communities at the center, ensuring better access to information and services.

In collaboration with Ideare S.p.A., the municipality implemented the Atlas Project, based on the REFTREE platform, which manages more than two million assets across Italy. Atlas integrates with the city’s accounting and cadastral systems and leverages cloud technologies. Through artificial intelligence, advanced data modeling (HBIM), and automation, the project digitizes thousands of records and creates a dynamic, centralized public asset registry.

Artificial intelligence now serves as a strategic accelerator. It optimizes critical processes such as portfolio analysis, document management, and due diligence, while aligning ESG strategy with investment planning and property management. Furthermore, it automates CAPEX scenarios, regulatory compliance checks, and reporting, significantly reducing decision-making time and administrative burden.

Through the city’s Geoportal, citizens can now search for public properties by municipal district, address, or category using interactive maps and detailed ownership reports. At the same time, the My ERP application allows tenants to digitally manage payments and maintenance requests, improving service experience and transparency.

Initial results are promising: €1.2 billion in hidden value has already been identified, while internal administrative processes have accelerated by 70–80%. Beyond the economic impact, the Atlas Project strengthens citizen trust, enhances housing services, supports energy and environmental planning, and creates opportunities for investment in social initiatives and public services.

Atlas is not merely a digitization project; it is a foundation for a smarter, more transparent, and resilient city. With its scalable architecture and strategic data utilization, Rome is establishing a model for public asset management that can be applied to other municipalities in Italy and internationally.
