High demand for PADA student housing project

Six major construction groups have expressed interest in the PPP project concerning the development and operation of student residences for the University of West Attica, with a total budget exceeding €66 million (excluding VAT).

The tender is being managed by the Single-Member Development Company of the Municipality of Fyli, which has undertaken the preparation and promotion of the project on behalf of the University of West Attica and the Municipality. According to reports, interest has been expressed by major groups including GEK TERNA, Aktor, Avax, Metka, EKTER, and ATESI.

The project concerns an integrated package of services, including the study, financing, construction, operation, and maintenance of new student dormitories, as well as security and cleaning services. The PPP scheme also includes the development of additional infrastructure, such as the Municipality of Fyli’s new Cultural Centre.

Specifically, the project provides for the construction of student residences with a capacity of 1,100 beds in the Ano and Kato Limi areas, as well as two small amphitheatres with 160 seats each. In parallel, the Municipality’s Cultural Centre will also be constructed.

The private partner selected for the project will be responsible for the full scope of works and services for a period of 27 years, covering both construction and the operation and maintenance of the facilities.

The new infrastructure will include modern student accommodation and dining facilities, educational and administrative spaces, lecture halls, recreational areas, and supporting structures.

The project will be implemented on land provided free of charge by the Municipality of Fyli, within the City Park in the Ano and Kato Limi areas, on the foothills of Mount Parnitha. The park covers an area of 262 stremmata.

The total investment cost is estimated at approximately €64.2 million.

It is noted that the University of West Attica is the third largest university in Greece, with approximately 55,700 undergraduate students, 5,500 postgraduate students, and 460 doctoral candidates.
