New €1.63B RRF request submitted by Greece

Greece has submitted a new dual payment request amounting to €1.63 billion to the European Commission under the Recovery and Resilience Facility, accelerating progress toward the completion of the national “Greece 2.0” plan.

The request was submitted by Alternate Minister of National Economy and Finance Nikos Papathanasis and concerns the 8th grant payment request and the 7th loan disbursement request.

The new package is linked to the achievement of a total of 34 milestones and targets, covering key sectors of the economy and public administration, ranging from health and employment to digital transformation and infrastructure.

On the grant side, 32 milestones have been completed, including renovation works in 19 hospitals, energy upgrades and the creation of chronic disease management units in 40 health centers, as well as the operation of eight model home-care units equipped with telemedicine infrastructure.

At the same time, interventions in the labor market and social policy have progressed, such as the employment of 36,000 unemployed individuals in private companies, the training and certification of 225,000 public servants, and social housing initiatives in Athens and Thessaloniki.

Significant progress has also been recorded in digital transformation, with the completion of land registry mapping, the establishment of the AI Pharos initiative for data and artificial intelligence utilization, as well as the advancement of digital projects in tourism and migration policy.

In infrastructure and economic resilience, milestones include the new regulatory framework for railways, seismic inspections of more than 20,000 public buildings, the legal framework for energy storage, and strategic interventions for transport modernization.

The loan component concerns two additional milestones linked to the contracting of €11.5 billion in funds, as well as the creation of new investment schemes worth €600 million through the Hellenic Development Investment Bank and private capital for venture capital investments.

Minister of State Akis Skertsos noted that Greece has now completed 112 out of 130 total reform milestones under the national plan, corresponding to 86.15%, highlighting substantial progress in areas such as the green transition, digital transformation, and the reduction of clawback mechanisms.

Nikos Papathanasis emphasized that Greece is entering the final phase of implementation of the Recovery and Resilience Facility, reiterating that the goal remains the full absorption of available funds.

The new request is considered the penultimate one before the final phase of the program, with the last request expected in September 2026, marking the completion of one of the largest investment and reform programs in recent years.
