Five bidders shortlisted for Fyli student residences project

Which bidders advance to the next stage of the University of West Attica's €66million mega project.

The tender committee has shortlisted five of the six major construction groups that expressed interest in the project to develop and operate student housing for the University of West Attica, qualifying them to participate in the second phase of the procurement process.

The tender is being managed by the Development Single-Member Société Anonyme of the Municipality of Fyli, which has been tasked with preparing and promoting the project on behalf of the University of West Attica and the Municipality.

Of the six major construction groups that expressed interest—GEK Terna, Aktor, AVAX, METKA, EKTER and ATESE—EKTER was excluded from the next stage of the tender. The Evaluation Committee unanimously concluded that the company’s Expression of Interest dossier was incomplete, specifically finding that it failed to satisfy the requirements relating to Technical and Professional Capability and Relevant Experience set out in the tender specifications.

The project, with an estimated value of more than €66 million (excluding VAT), will be delivered under a Public-Private Partnership (PPP) scheme. It comprises a comprehensive package of services, including the design, financing, construction, operation and maintenance of new student accommodation, as well as security and cleaning services. The scope of the contract also includes the construction of additional facilities, notably the new Cultural Centre of the Municipality of Fyli.

The project envisages the construction of student residences with a capacity of 1,100 beds in the Ano and Kato Limni areas, together with two small lecture theatres accommodating 160 seats each. The Municipality’s new Cultural Centre will also be built as part of the development.

The private concessionaire selected for the project will be responsible for all construction works and related services over a 27-year concession period, covering the construction, operation and maintenance of the facilities.

The new development will include modern student accommodation and dining facilities, academic and administrative buildings, lecture theatres, recreational areas and other supporting infrastructure.

The project will be developed on land provided free of charge by the Municipality of Fyli within the City Park in the Ano and Kato Limni areas, on the foothills of Mount Parnitha. The park covers an area of 262 hectares.

The total investment cost is estimated at approximately €64.2 million. The University of West Attica is the third-largest university in Greece, with approximately 55,700 undergraduate students, 5,500 postgraduate students and 460 doctoral candidates.
