Greece tenders €1.2M digital platform for settlement boundaries

  • RE+D Magazine

Greece’s Ministry of Environment and Energy (YPEN) has launched a tender for the development of a digital platform to publish settlement boundaries and enable the electronic submission of objections, as part of the “Konstantinos Doxiadis” urban planning reform programme.

The project has a total budget of €1,203,000, including VAT, and aims to establish a unified digital environment for publishing, reviewing and assessing proposed settlement boundaries.

The platform will be linked to Local Urban Plans (TΠΣ), Special Urban Plans (ΕΠΣ) and standalone settlement-boundary studies being prepared under the programme.

The initiative is particularly significant for the property market, as settlement boundaries directly affect the planning status of properties, land-use opportunities and, in many cases, whether a plot is eligible for development.

How the Digital Platform Will Work

According to the tender documents, the system will feature an interactive digital map displaying settlement boundaries based on the relevant urban planning studies.

Interested parties will be able to consult the published information and submit objections electronically, accompanied by the required supporting documents. Objections previously submitted in writing or by post to municipalities will also be eligible for registration, allowing cases to be consolidated in a single electronic register.

The platform will support the tracking of individual objections, document management and the production of reports for the competent authorities. It will also incorporate automated preliminary checks of submitted information and provide dedicated tools for municipalities and planning consultants involved in the process.

Implications for Property Owners

The platform is intended to address a key practical challenge in the settlement-boundary process: the collection and management of objections following the publication of proposed boundaries.

For property owners, access to digital maps and the ability to submit objections online could make it easier to verify information affecting their properties, particularly in areas where changes to settlement boundaries may determine whether a property remains within a settlement.

However, the platform will not determine the boundaries itself or replace the legally prescribed administrative approval procedures. Its role will be limited to supporting publication, objection submission and the associated consultation process.

Platform to Launch Within Three Months

The contract will run for 27 months. Under the tender terms, the successful bidder must bring the platform into operational use within three months of signing the contract.

The remaining 24 months will cover hosting, technical maintenance, user support and specialist assistance from professionals in engineering and geospatial data.

Rather than developing new software from scratch, the project will involve supplying and configuring an existing Software-as-a-Service (SaaS) solution.

The contractor will retain ownership of the source code and intellectual property rights, while the ministry will have exclusive ownership of the data, documents and geospatial information stored or generated through the platform.

Bids Due by 18 November 2026

The tender is being conducted through Greece’s National Electronic Public Procurement System (ESIDIS), under reference number 552003. The deadline for submitting bids is 18 November 2026 at 14:00, with the contract to be awarded on the basis of the best price-quality ratio.

Funding will come from the Public Investment Programme under the Ministry of Environment and Energy’s Sectoral Development Programme for 2026–2030.

The initiative forms part of Greece’s broader effort to digitise urban planning, as the completion of planning studies and clarification of development rights remain important factors for property transactions and real estate investment.

The key challenge will be ensuring that the digital submission process translates into effective assessment of objections and the completion of the administrative decisions required to establish settlement boundaries definitively.
