The CoS canceled the tolls in Egnatia for the residents of Epirus

The Fourth Department of the Council of State (CoS), with its decision no. 434/2021, partially annulled, as illegal, the decision of 27.11.2017 of the Minister of Infrastructure and Transport, which determined the exemptions from the payment of tolls of Egnatia Odos and its vertical axes, for the inhabitants of the neighboring areas and the unemployed.

The Council of State referred the matter back to the Minister of Infrastructure to reconsider the inclusion of the toll stations in question.

 With this decision, the application of the Region of Epirus and 70 residents of the area was accepted, with which they claimed the exemption from the payment of tolls of the Egnatia Odos both at the stations of Tyria, Pamvorida (Drosochori) and Malakassi, as well as for the residents and professionals of the region of Ioannina.


In particular, the disputed decision was annulled only as regards the part which did not include those exempted from paying tolls at the stations of Tyria, Pamvorida (Drosochori) and Malakassi, as well as for the residents and professionals of the region of Ioannina based within the borders of the region of Epirus.

The CoP referred the case to the Minister of Infrastructure to reconsider the inclusion of the stations in question in the toll exemption regime.

At the same time, the CoC annulled the failure of the Minister of Infrastructure to examine whether there is a case of exemption from the obligation to pay tolls of the applicants, while stating that it is not established whether the exceptions are made under the same conditions as residents of the areas provided exceptions.
