€144.3M secured for the 13 Regional Civil Protection Operations Centres

The process of implementing the 13 Regional Civil Protection Operations Centres has been shifted into a build to use build to purpose scheme rather than a PPP project. Two relevant decesions of the responsible authorities have been issued on the matter.

The total project budget will amount to €144,303,000, of which €120,743,000 will be financed by the Recovery Fund and the remaining €23,560,000 by the NSRF.

The TEE will be responsible for the entire process. In addition to the purchase of the 13 buildings, the equipment for the operation of each Regional Civil Protection Operations Center is also financed, and the administrative expenses of the TEE. Specifically, with the two decisions of the Ministry of Finance, the Ministry of Climate Crisis and Civil Protection will proceed with the purchase of 13 of the necessary buildings to house civil protection services per Region.

The first decision concerns the purchase of seven buildings in:

  1. Region of Eastern Macedonia & Thrace,
  2. Region of Central Macedonia,
  3. Region of Western Macedonia,
  4. Region of Thessaly,
  5. Region of Epirus,
  6. North Aegean Region,
  7. Region of the Ionian Islands.

The total budget of the project amounts to €73,710,429.81 and will be financed by €62,837,000 from the TA and €10,873,429.81 from NSRF funds

The second decision concerns the purchase of six buildings in:

  1. Region of Central Greece,
  2. Region of Attica,
  3. Peloponnese Region,
  4. Region of Western Greece,
  5. Region of Crete,
  6. South Aegean Region.

The total budget of this group amounts to €70,592,570.19 and will be financed by €57,906,000 from the TA and €12,686,570.19 from NSRF funds.

In Regional Civil Protection Operations Centres, all local agencies involved will be co-located (business agencies, Fire Brigade, Hellenic Police, EKAB, voluntary agencies and non-governmental organizations of the Unified Civil Protection Volunteer Registry, local government representatives, etc.).

They will have the ability to immediately collect, in the first year, analyze, manage and transfer the information to the Central core of operational management (ESKEDIK)

It will be responsible for the collection, processing and transmission of information in ongoing incidents or in an imminent emergency situation, the coordination of the operational planning of the Regional P.D.E.A.s, the monitoring of their implementation phases, the coordination of information actions and notifying citizens, coordinating operational planning and keeping up-to-date lists of manpower, available means and resources.

The next step is to start the tender procedures for the acquisition of the buildings based on criteria that will be set. It should be clarified that this is not about building buildings but about buying buildings.

The monitoring of the operation of Regional Civil Protection Operations Centres will be done centrally by the Ministry of Climate Crisis and Civil Protection.
