Deadline extension for mandatory bank payments of rent

By an amendment submitted to the draft law “New National Development Program, Transfer of the Payment and Control of Community Aid for Guidance and Guarantees Organization to the Independent Authority for Public Revenue, and Other Provisions”, the commencement of the mandatory payment of residential rents through a bank account has been postponed.

As previously communicated to its members, POMIDA announced that the effective date of the provisions of paragraphs 1, 2, and 3 of Article 210 of Law 5222/2025 has been postponed by one quarter. The new commencement date of the relevant provisions is 1 April 2026.

This adjustment has been deemed necessary to allow sufficient time for the implementation of a comprehensive data verification system with payment service providers, and to provide citizens with the opportunity to comply with the specifications of the forthcoming ministerial decision, which will define both the detailed procedures and any exemptions from the application of the measure. Notably, this measure is now extended to include residential rents.

POMIDA has repeatedly emphasized, through letters and memoranda to the Ministry of Finance and the Independent Authority for Public Revenue (AADE), both the urgency of this issue and the specific matters requiring resolution. In view of the fact that the relevant ministerial decision has not yet been issued, POMIDA requested a postponement of the measure’s commencement to prevent undue burden on property owners and tenants in adapting their banking arrangements to the requirements of the new system.

It should be noted that failure to comply fully will result, for landlords, in the loss of the 5% tax exemption on rental income, and for tenants, in the forfeiture of all legally entitled rental allowances.
