Government moves to utilize properties from abandoned estates

The way is now paved for the effective utilization of real estate assets originating from escheated inheritances, as the Charitable Property Directorates of the Ministry of Finance are granted access to the Property Registry maintained by the Independent Authority for Public Revenue (AADE).

Specifically, by decision of the Ministry of Digital Governance, the provision of basic property information for taxpayers who are deceased is permitted from the “Property Registry” system to the information system “Digital Services for Public Property and National Bequests (PSY.DI.PE.E.K.) – Subsystem for Charitable Properties” of the Ministry of National Economy and Finance, for use exclusively by the Ministry of Finance. 

The purpose of this service is to enable executors of wills, estate administrators, and guardians of escheated inheritances to electronically submit to the competent Charitable Property Directorates the real estate information related to inheritances in favor of the State or for charitable purposes, including cases involving inheritances without heirs. 

The service also allows the competent departments of the Ministry of Finance to cross-check and verify the real estate assets belonging to such pending or escheated inheritances. 

The Ministry of National Economy and Finance is responsible for implementing and continuously maintaining appropriate and necessary technical and organizational security measures for the information received. 

These include, at a minimum, logging and monitoring access, ensuring traceability, and protecting the data transmitted from any breach, intentional threat, or accidental risk. Furthermore, the Ministry is obligated to use the information solely for the purpose described above. 

The provision of these online services is carried out through the Interoperability Center of the General Secretariat for Information Systems and Digital Governance (G.G.I.S.D.G.) of the Ministry of Digital Governance, in accordance with the Information Systems Security Policy of the G.G.I.S.D.G., the Acceptable Use Policy for web services, and the applicable provisions on the protection of personal data.
