Greek building activity plunges in the first two months of 2025

Construction volume down 15.7% year-on-year in February.

A 15.7% decrease was recorded in the volume of building activity across the country in February this year.

According to data from ELSTAT (Hellenic Statistical Authority), the Total Building Activity (Private and Public) across Greece in February 2025, based on issued building permits, amounted to 2,142 permits, corresponding to 419,752 square meters of surface area and 2,176,385 cubic meters of volume. This represents a decline of 21.9% in the number of permits, a 33.1% decrease in surface area, and a 15.7% reduction in volume compared to February 2024.

Over the 12-month period from March 2024 to February 2025, total building activity (Private and Public) nationwide, based on issued building permits, amounted to 30,029 permits, covering 6,905,676 square meters of surface area and 30,811,552 cubic meters of volume. Compared to the corresponding period from March 2023 to February 2024, this marks a 5.6% increase in the number of permits, a 5.3% rise in surface area, and a 1.3% increase in volume (Table 3).

In terms of private building activity specifically for February 2025, a total of 2,120 permits were issued, accounting for 409,040 square meters of surface area and 2,129,054 cubic meters of volume. This indicates a 22.1% decrease in the number of permits, a 33.3% decrease in surface area, and a 15.6% decrease in volume compared to the same month in 2024.

During the first two months of the year, private building activity across Greece showed a 20% decline in the number of permits, a 35% drop in surface area, and a 25.8% decrease in volume compared to the January–February 2024 period.
