A set of new urban planning regulations has been incorporated into the draft law on biomethane and the hydrogen market, which has been submitted to the Hellenic Parliament for discussion and approval.
These Presidential Decrees define the terms and conditions under which it can be certified that a building project had commenced before December 11, 2024, the amount of the environmental offset fee, and the rules for applying development incentives included in urban planning frameworks approved by that date (e.g. ΕΣΧΑΣΕ, ΕΣΧΑΔΑ, and Integrated Development Plans - ΣΟΑ), as well as for listed (heritage) buildings.

Article 240 – Law 5193/2025
Originally, the terms of office for members of the Architectural Councils and the Urban Planning Dispute Councils were set to expire on June 30, 2025. With the latest amendment, the deadline is extended to October 31, 2025, ensuring uninterrupted operation of these councils without the immediate need for reappointments, thereby supporting continued processing of urban and architectural reviews.
Article 68 – Law 5197/2025
This article concerns deadlines for reissuing building permits through the digital platform “e-adeies.” The initial deadline for submitting applications was within 3 months of the law taking effect. For buildings with a completed structural frame, the deadline is now extended to October 16, 2025. For those without a completed frame, the deadline is extended to July 16, 2025. These changes aim to give professionals and property owners more flexibility and time to complete building permit procedures.
Article 69 – Law 5197/2025
This provision covers applications to the Central Urban Planning Council (KESYPOTHA) for approval of planning incentives and bonuses. The deadline for submissions has been extended from three months to October 16, 2025, allowing additional time to prepare supporting documentation and ensuring smoother implementation of development plans.
Article 77 – Law 5151/2024
This article mandates the inspection of building permits in the Caldera region of Santorini and Thirasia islands. Originally, all inspections were to be completed by June 30, 2025. The deadline is now extended to June 30, 2026, providing more time for thorough reviews and compliance with zoning and environmental regulations in this sensitive area.
Article 270 – Law 5037/2023
This article refers to the suspension of building permits in non-zoned areas of Mykonos. The previous suspension was valid until December 31, 2024. It is now extended to December 31, 2025, or until the approval of a Special Urban Plan (E.P.S.). The extension safeguards orderly development and ensures proper urban planning on the island.
Article 125ΚΑ – Law 4495/2017
This provision concerns the execution of demolition orders for unauthorized buildings. Originally, the deadline for carrying out demolition protocols was December 31, 2024. This is now extended to March 31, 2026. The extension allows the relevant authorities sufficient time to complete demolitions based on established priorities and legal procedures.
Article 72 – Law 4843/2021
This article governs the suspension of construction activity in the Hymettus mountain area and the Metropolitan Parks of Goudi and Ilissia. The suspension, originally set to expire on December 31, 2024, is now extended to December 31, 2025. This allows further evaluation of the environmental impacts of construction in these protected zones.
