Ongoing restoration of the Council of State building moves forward

The restoration and conservation works on the Arsakeio building complex are expected to be completed by the end of 2025, at which point the Council of State will relocate to the site.

Significant restoration work is underway on the historic building, spanning 8,032.03 square meters, one of the most important examples of 19th-century public architecture in Greece. To date, structural reinforcement has been completed on key load-bearing elements, and the restoration of architectural features along Stadiou Street has been finalized, while similar work continues on the Arsaki and Pesmazoglou façades.

Simultaneously, comprehensive efforts are underway to restore and reinforce the roofing on all sides of the building—Stadiou, Arsaki, and Pesmazoglou Streets. This includes the replacement of wooden external window frames and the modernization of the HVAC mechanical and electrical systems.

A particularly notable aspect of the restoration is the conservation of the building’s interior painted decoration, which is proceeding rapidly. Additionally, meticulous work is being carried out to preserve the sculptural and ornamental features throughout the building.

The project is progressing according to schedule and is expected to be completed by the end of 2025. The total budget stands at €13.2 million, funded by the Recovery and Resilience Facility.

The building, owned by the Philekpaideftiki Etaireia (Society for the Promotion of Education and Learning), currently houses tenants such as the Council of State and the Art Theatre. Approximately 13,000 square meters of ground-floor retail spaces within the Arsakeio Arcade and the atrium of the Stoa tou Vivliou will be transformed into a culinary and hospitality hub by Legendary Food.
