The new, single, public body ("New OSE" - "Railways of Greece SA"), assumes the role, obligations and responsibilities of the Railway Infrastructure Manager, while also becoming solely responsible for all the studies and projects are carried out on the railway network, the development of the network, the maintenance and restoration of damage (sabotage, weather conditions, etc.) to the existing infrastructure, the rolling stock and its owned stations.
In addition to the current OSE, the new company includes:
a) ERGOSE S.A. and
b) GAIAOSE S.A. in the part that concerns the operationally critical, for the railway, part of its activity.
The new Infrastructure Manager will be responsible for the planning, development, upgrading, maintenance and safe and efficient operation of the country's railway infrastructure, in full compliance with European legislation and the best European business practices, particularly in terms of safety and interoperability.
The object of the consultant's work is:
1. The detailed organizational study of "Neos OSE"-"Railways of Greece SA".
2. The redesign of the applied general Security Procedures, implementation of Risk Management Procedures (L.5013/23), Security Management System (SMS) and Internal Control Procedures (L.4795/2021).
3. The installation/updating of quality management systems and the support of the certification preparation of this system.
4. The carrying out of a study to determine the necessary human resources for the operation of "Neos OSE" - "Railways of Greece SA", the object of which will be the documented analytical forecast of the human resources needs of "Neos OSE" - "Railways of Greece" SA" and the allocation of existing human resources to the positions of the new organizational chart based on an assessment of their formal and substantive qualifications.
5. The design and implementation of systems for development, management, evaluation of human resources and adaptation of existing personnel to the corporate culture of the new railway operator.
6. The development of human resources skills with appropriate educational actions for their functional integration into the "New OSE" - "Railways of Greece SA".
7. The provision of Change Management services and continuous support for the implementation of the Organizational Reform.
8. The preparation of a draft of the Performance Agreement between the Ministry of Infrastructure and Transport and the "New OSE" - "Railways of Greece SA", as well as drafts of other institutional texts that will be required.
9. The development of an Information Technology Master Plan that will be used to integrate the information systems of the companies and maintain a strong, secure and continuously upgraded IT infrastructure, applications, tools and services.
10. The implementation (development) of direct adaptations of existing systems of "Neos OSE" - "Railways of Greece SA", with the aim of supporting the immediate operation of the company.
The €4,329,336 (including VAT) budget project has been included in the Recovery and Resilience Fund, and is financed by the European Union – NextGeneration EU.
