As stated in the announcement, the Presidential Decree defining the approval process for the Special Urban Environmental Upgrade Equivalence Plan (ΕΣΠΙΑΠ) — designed to offset the use of incentives provided under the New Building Regulation and to establish further details for the implementation of building permits — has been signed by the Minister of Environment and Energy, Mr. Stavros Papastavrou, and the Deputy Minister, Mr. Nikos Tagaras.
At the same time, the Joint Ministerial Decisions were signed, specifying:
a) the procedure for the refund of taxes, fees, contributions, and charges related to building permits that have utilized incentives from the New Building Regulation (NOK), which are to be revised immediately and given priority over other applications; and
b) the specifications for the Special Urban Environmental Upgrade Equivalence Plans (ΕΣΠΙΑΠ).
