Sharp surge in certificate Issuance by the Hellenic Cadastre in May 2025

The Hellenic Cadastre continued its steady upward trajectory last month, with a remarkable surge in the issuance of certificates.

According to a related announcement, in May — which concludes today — the Land Registry offices across the country have issued more than 61,000 certificates covering all categories of transactions. For reference, the monthly rate of certificate issuance was 28,000 in 2024, 18,000 in 2023, and 14,000 in 2022.

The increase in monthly productivity compared to 2022 stands at 335%, and compared to 2024 at 118%. Tens of thousands of citizens have received the certificates they were waiting for, and it is a reasonable expectation that in the coming months the entire backlog of cases will be addressed.

This remarkable progress is attributed to targeted interventions and reform initiatives implemented by the agency, aimed primarily at faster service for both citizens and professionals. The enhancement of digital services, reorganization of internal processes, and adoption of new technologies have played a crucial role in improving the processing speed.

In this context, the Land Registry has established targeted collaborations with 28 Bar Associations nationwide (through programmatic agreements) to accelerate case processing and strengthen transparency and transaction security. Hundreds of lawyers have been appointed as legal reviewers, especially in areas burdened by accumulated pending cases, decisively contributing to their resolution.

Cadastral mapping, the transition to a fully digital and functional system, and the implementation of all digitization projects constitute institutional obligations of the agency and are necessary steps toward a modern, efficient, and citizen-friendly public administration.

Ultimately, what matters most to every citizen is the prompt receipt of their certificate and the swift processing of their cases. However, this goal can only be achieved through the immediate and decisive handling of accumulated backlogs.

Commenting on the recent data, Deputy Minister of Digital Governance Christos Boukoros stated:

“The continuous acceleration in case completion clearly demonstrates our commitment to ending past delays and inefficiencies. Over recent months, productivity has more than doubled, and we are gradually addressing the hundreds of thousands of pending cases that have troubled citizens and professionals for years. The Land Registry steadfastly continues its path towards full digitalization and modernization of its services, prioritizing transparency, legal security, and faster service for all users. I thank all agency employees for their ongoing efforts to tackle complex challenges, and especially for their contribution to completing one of the country’s largest development projects. The Land Registry belongs to the people, and each of us must contribute to its completion.”

The President of the Hellenic Cadastre, Stelios Sakaretsios, added:

The digital transformation laid the necessary foundations, but real progress would not have been possible without the steadfast dedication of our employees, who manage daily and responsibly the large volume of legacy backlogs inherited from the mortgage offices. The new strategic collaborations with Bar Associations across the country, coordinated by the Ministry of Digital Governance, serve as a critical accelerator for fully clearing pending cases.”
