The ministry submits and amendment in the New Building Regulation

With an amendment by the Ministry of Environment and Energy, the incentives of the New Building Regulation are redefined with a staggered limitation for building heights.

Specifically, a transitional period of implementation of the incentives provided by the NOK is defined until the completion of the new Local Urban Development Plans, with the relevant regulation coming into force from May 1 until the end of 2025.

According to the new provisions, the incentives of the NOK apply only to the areas of its scope with an applicable building factor (s.d.) greater than 0.8.

The total amount of the increase during the implementation of the incentives may not exceed in total:

the two and a half meters (2.50 m.) for s.d. greater than 0.8 up to 1.6 and

the three meters (3.00 m.) for s.d. greater than 1.6.

For example, quality constructions in most areas in the center of Athens and Piraeus where the SD is over 2.6 (Pagrati, Piraeus) 3.6 (Ampelokipoi Kypseli) 5.4 (Omonoia area) are entitled to an additional 3 m in height ). On the contrary, areas such as Filothei Psychiko (SD 0.6) Glyfada (0.8) cannot benefit from the bonus provided by the GOK, while areas such as Papagou Maroussi (SD 1.0), Paleo Faliro and Alimos ( 1,4) Building permits issued before May 1, 2024 using incentives for environmental upgrading and improving the quality of life in densely built-up and urban areas, are executed as issued and revised, by virtue of the provisions in force at the time of their issuance.

The Ministry also institutes the strengthening of controls on the correct application of urban planning provisions, in order to include elements regarding the controls and penalties related to the construction of planted surfaces on roofs, so as to ensure their actual construction and maintenance.

In this context, the repeated control is instituted for the cases of building permits for buildings with almost zero energy consumption, based on article 25 NOK, as well as for the creation of planted surfaces.

Finally, for reasons of urgency, a procedure for the immediate assignment of a "Study to evaluate the application of incentives for environmental upgrading and improvement of the quality of life in densely built-up and urban areas" and the possibility of financing it from the Green Fund is determined.
