One of the most significant public assets in the Epirus region, the historic “Xenia Igoumenitsa,” is now entering a trajectory of active development and utilization.

HPPC hereby invites investors and interested stakeholders to submit non-binding proposals by 31 March 2026, as part of the preparatory process for the forthcoming Open Competitive Tender.

The objective of this invitation is to collect innovative concepts and comprehensive development strategies that will inform the redesign of the property’s utilization framework. Through this process, HPPC aims to foster a constructive dialogue on the upgrading, modernization, and future operation of the “Xenia,” ensuring that the submitted proposals are taken into account in shaping the final tender specifications and procedure.

The property, with a total area of 28,600 sq.m., includes existing structures of 7,100 sq.m., while the remaining buildable area amounts to approximately 40,900 sq.m., in accordance with the applicable building coefficient (1.68) and the maximum height restriction of 8.50 m (up to 2 storeys). Its development potential is considered significant, as it is located in a prime position on the northern coastal zone of the city, with direct access to the Port of Igoumenitsa and the Egnatia Motorway.

The building, designed by architect Aris Konstantinidis, was constructed in 1959 as part of the national XENIA hotel program, which played a defining role in the evolution of Greek hospitality during the 20th century. In 2008, the Ministry of Culture declared the tourist facilities listed monuments of modern architectural heritage, highlighting their distinctive cultural value.

The property has been granted for use to the Technological Educational Institute of Epirus (currently the University of Ioannina) until July 2027. During this period, HPPC is focusing its strategy on preparing the optimal plan for its development, aiming to transform “Xenia Igoumenitsa” into a new, modern hub of high-quality tourism for Thesprotia and the wider Epirus region.

The development of the property is considered of pivotal importance for the area, as it combines substantial architectural interest, a strategic location, and significant growth potential.
