The aim of the program is to save the annual primary energy by at least 30%, to improve the energy class of a large number of public buildings, by two categories averaged, and to use in public buildings new innovative design standards and digital models.
The total budget of the program amounts to € 640 million, which together with leverage will mobilize funds up to € 1 billion. € 470 million will come from an investment loan from the European Investment Bank and the remaining € 170 million from the resources of the Recovery and Sustainability Fund.
The program may include, but is not limited to, schools, universities, hospitals, health centers, nursing homes, offices, indoor sports facilities, and museums and theaters.
Interventions to improve the energy efficiency of buildings concern the replacement of windows, thermal insulation, heating, cooling and ventilation systems, space lighting systems, automation systems, electricity generation and storage systems, installation of charging points for electric vehicles, etc.
The buildings that will be energy upgraded with "ELECTRA" funding, are expected to have improved energy class by two categories on average, according to the Energy Efficiency Regulation of Buildings.
