The urban plan for the settlement owned by the Union of Judges and Prosecutors in Rovies, Evia, was rejected by the Council of State.

This area is located in Kontarrades of Rovia reaches and spans106.802 sqm. The Union of Judges and Prosecutors has been trying to approve the urban planning study of its settlement (second residence) in the location Kontarrades-Pefkias-Kato Pefkias of Rovia of the Municipality of Mantoudi-Limni-Agia Anna in Evia.

In 2012, the Council of State did not approve the draft Presidential Decree for the urban plan of the settlement of the Union, as the special financial contribution had not been paid to the "Green Fund" at that time.

The decree defines the buildable areas, the streets, the sidewalks, the common areas, the sports and playground areas, the church area and the biological treatment plant, as well as the pumping station area, two areas, 56.469 sqm and 50.333 sqm.

This area is within an institutionalized Area of Specially Regulated Urban Planning (PERPO) that was determined by the decision of the Ministry of Environment, Physical Planning and Public Works of 12.11.2001, as amended by a later (8.12.2003), which allows it to be urbanized as a residential area.
