Changes to the specifications for "Airbnb" properties. When will the new regulations come into effect?

The bill from the Ministry of Tourism, which introduces significant changes to the specifications that properties rented for short-term leases must meet, was approved by the plenary of the parliament.

According to the final regulations, properties rented for short-term purposes must be spaces for primary use (not exclusively residential) and must have natural lighting, ventilation, and air conditioning.

This change brings back properties located in buildings originally authorized as shops, offices, or warehouses, now being used as accommodation for rental purposes. However, it still excludes auxiliary spaces of non-primary use in buildings, such as basements or garages.

This modification is expected to reintroduce a large number of properties to the market that were at risk of being excluded, while still excluding properties that changed use after July 2011 and cannot be included under the laws for illegal constructions.

According to the latest changes to Article 3 "Specifications for properties rented short-term," properties rented for short-term use, in accordance with Article 111 of Law 4446/2016 (A’ 240), must meet the following specifications:

a) They must be spaces of primary use as defined in paragraph 95 of Article 2 of Law 4067/2012 (A’ 79) and must have natural lighting, ventilation, and air conditioning.
b) They must have liability insurance for damages or accidents that may occur.
c) They must have a responsible statement from an electrical installer, fire extinguishers, smoke detectors, leakage protection relays, or anti-electrocution relays, and escape route signs.
d) They must have a certificate of rodent control and pest control, a first aid kit, and an emergency contact guide with phone numbers.

These specifications will come into effect after the end of the tourist season, starting from October 1, 2025.
