Land registration completion reaches 65%

With the full integration of 39 areas in the Arcadia Regional Unit, 14 areas in the Lasithi Regional Unit, and 5 areas in the Heraklion Regional Unit into the Hellenic Cadastre, Greece is making a significant stride toward the completion of this crucial project.

The completion of Greece’s national land registration (Cadastre) has now reached 65% of the country’s territory, signaling the end of decades of stagnation. In total, 1,692,630 properties and 1,705,723 ownership rights have been fully digitized and integrated into a unified system, ensuring legal certainty, efficiency, and transparency for both citizens and professionals.

Digital services, through local Land Registry Offices, will commence as follows:

  • Monday, June 23 for the Regional Unit of Arcadia
  • Wednesday, June 25 for the Regional Unit of Lasithi
  • Friday, June 27 for the Regional Unit of Heraklion

With the addition of these regions, two-thirds of the country’s property rights are now included in the Digital Land Registry. In areas where the system is operational, 92% of transactions are now conducted digitally.

Statement by Christos Boukoros, Deputy Minister of Digital Governance:

"A new chapter opens for Arcadia, Heraklion, and Lasithi. With their full integration into the Digital Land Registry, Greece is firmly stepping into a new era — one characterized by clear property rights, standardized regulations, and modern services accessible to all citizens.

With these regions now included, two-thirds of the country operates under comprehensive digital services with guaranteed legal security. The Land Registry project, delayed for decades, is now progressing with meticulous planning, determination, and strong political will. In 2019, land registration stood at just 30%. Today, we have reached 65%, moving forward at a steady pace with complete focus on the objective.

Our next target is to achieve 75% digital integration by early September. This project, which took decades to get underway, is now advancing rapidly, with consistency and unwavering commitment. Above all, it’s not just a reform; it’s an institutional legacy for future generations — a project that will last, benefiting both citizens and the national economy."

"The inclusion of Arcadia, Heraklion, and Lasithi in the fully operational Land Registry marks another pivotal milestone towards the project’s ultimate completion. This transition to a unified, digital, and interoperable system guarantees precision in data, universal property registration, and consistent rules across the nation. We are moving forward with technical expertise, consistency, and a steadfast commitment to our timeline, aiming for full nationwide implementation by early 2026."

Regions Now Integrated into the Land Registry

  • Peloponnese Region – Arcadia Regional Unit, Municipalities: Megalopoli, Tripoli (Municipal Units and Local Communities), North Kynouria (25 Local Communities), Gortynia, South Kynouria
  • Crete Region – Lasithi Regional Unit, Municipalities: Agios Nikolaos (Agios Nikolaos, Vrachasi, Neapoli), Ierapetra, Lassithi Plateau, Sitia
  • Crete Region – Heraklion Regional Unit, Municipalities: Archanes-Asterousia, Viannos, Gortyna, Minoa Pediada, Phaistos

Going Forward, All Land Registry Transactions Will Be Fully Digital

  • Submission of notarial deeds (except in special cases) is exclusively digital
  • Digital management of legal actions by attorneys (e.g., registration of prenotations, removal of liens)
  • Electronic submission of court rulings via court bailiffs
  • Applications for corrections and obvious errors are processed only digitally
  • Access to the cadastral database is available exclusively online
  • 24/7 issuance of certificates and copies via digital channels
  • Electronic protocol – No physical document submissions
  • Elimination of stamp duties for applications and certificates
  • Exclusive use of electronic payments (e-banking & POS)
  • On-site research hours: 08:30–13:30 (standardized nationwide)
