Persistent delays undermine progress on infrastructure secretariat’s PPP

A new extension has been approved by the Ministry of Infrastructure and Transport for the finalization of the contract for the project awarded to the Intrakat (AKTOR)–Redex (of the Copelouzos Group) consortium, which won the relevant tender. This extension follows the previous one, which was set to expire on June 30, 2025.

The companies have submitted a request for an extension of 183 days to the deadline for finalizing the Public-Private Partnership (PPP) Agreement, proposing a new deadline of December 30, 2025. This request is attributed to the increased complexity and significance of the contractual documents, the involvement of numerous stakeholders, and the extensive financing procedures involved—all of which require intensive and diligent collaboration to ensure the final contractual framework is both comprehensive and technically sound.

In reaching its decision, the competent authority also considered the major issue arising from the abolition and replacement of the New Building Code (ΝΟΚ) and its potential impact on the core design of the project. This development allows for a more holistic approach moving forward, facilitating the resolution of all outstanding matters necessary for completing the finalization of the agreement within the requested timeframe.

As of December 19, 2024, the required documentation for the Provisional Contractor has already been submitted via the National Electronic Public Procurement System (ESIDIS). Furthermore, in a communication dated February 4, 2025, the Chair of the Tender Evaluation Committee outlined several outstanding issues related to the finalization of the contractual documents. These issues require complex and time-consuming actions due to the involvement of multiple parties and the intricate financing processes managed by the participating financial institutions.

Project Description

The new building will accommodate the services of the General Secretariat for Infrastructure in the Tavros–Moschato area, which are currently dispersed across 13 separate buildings. The project has been designed by ARSIS Architect in accordance with bioclimatic design principles, emphasizing the integration of environmental sustainability and energy efficiency. Upon completion, the building is expected to achieve LEED certification (Silver or higher).
