With the Joint Ministerial Decision (JMD) for the reconstruction of the fire-affected area, the Zoning Plan is simultaneously approved, and the Implementation Act of the Special Urban Plan (EUP) for the fire-stricken areas of the Municipal Units of Nea Makri in the Municipality of Marathon and Rafina in the Municipality of Rafina-Pikermi is ratified.
Additionally, the environmental terms for all the works described in the JMD (hydraulic, port, etc.) are approved, as well as for the Coastal Path planned along the coastline.
The zoning provided in the Zoning Plan creates a buildable area of 1,832 hectares, with 152 hectares designated for public spaces. These include 120 hectares for green spaces, 32 hectares for squares and gathering points, 109 hectares for community facilities, 105 hectares for pedestrian paths, and 29 hectares for watercourse zones.
The entire area designated in the Zoning Plan is assigned for pure residential use. Only on the parcels located along Fleming Avenue, in the "Skoufeika" and "Pefkona" Urban Units, is mixed residential use allowed, with certain exceptions.
The plan also includes a comprehensive restructuring and upgrading of the road network with road cross-sections, the opening of new streets, new intersections, one-way streets, as well as the construction of pedestrian crossings, embedded parking spaces, ramps for people with disabilities, blind paths, bike lanes, and tree-lined avenues.
Specifically, the road network will increase by 64.2% compared to the existing one. From the current 64,738 meters of roads, additional road openings of 41,604 meters are planned, resulting in a total road network of 106,342 meters, with a focus on creating a collector road network that will channel local traffic onto the main road axes (Marathon Avenue and Fleming Avenue) of the area, with safe at-grade connections.
The entire area will have high-accessibility roads with low traffic, implementing a speed limit of 30 km/h for all areas to be urbanized, both in the local and hierarchical road networks (collector roads).
It is clear that through these interventions, the area of Mati will gain road access, safe pedestrian and vehicle circulation, escape routes to and from the coastal front, and connections to the central road arteries.
In addition to the urbanization of the area mentioned earlier, nine watercourses will be delineated and managed, in an area that previously had an unorganized hydrological system. Ten flood prevention works (small dams) are planned to reduce flood zones by up to 91.2%. Simultaneously, to safeguard the area from earthquakes and landslide phenomena, geological suitability zones will be created to prevent construction in areas prone to landslides.
Regarding the need to address coastal erosion, port and coastal engineering works are planned, including the creation of reefs, detached wave breakers, and protrusions, as well as gentle interventions to replenish existing beaches. It is also emphasized that the design of the Coastal Path includes specific erosion protection works. With all these interventions and measures, the area will be transformed into a resilient, safe, and environmentally protected residential community.
