According to the relevant ministerial decision published last week, the platform for applying for electricity subsidies will remain open until June 12. The platform will allow interested businesses to immediately see the amount of subsidy they are entitled to, based on data from the Independent Authority for Public Revenue (AADE).
The subsidies will be paid to more than 1 million businesses with annual turnover of up to 10 million euros. The goal is for the subsidies to appear on the businesses' electricity bills by the end of June. The subsidy will appear on both consumption bills and settlement bills issued from the start date of the decree onward.
Businesses Are Classified into Three Groups:
Group 1: Businesses (legal or natural persons) with an annual turnover for the fiscal year 2023 between €0 and €500,000. The subsidy is €0.02/kWh and applies to 100% of the business’s electricity consumption.
Group 2: Businesses (legal or natural persons) with an annual turnover for the fiscal year 2023 between €500,000.01 and €1,000,000. The subsidy is €0.02/kWh and applies to 80% of the business’s electricity consumption.
Group 3: Businesses (legal or natural persons) with an annual turnover for the fiscal year 2023 between €1,000,000.01 and €10,000,000. The subsidy is €0.02/kWh and applies to 60% of the business’s electricity consumption.
Additional Support for Energy-Intensive Businesses:
Energy-intensive businesses (estimated at 11,000), such as bakeries, pastry shops, and dry cleaners, will receive subsidies of €0.04/kWh for 100% of their consumption, regardless of their turnover. This applies to businesses with primary activity codes (KAD) 10.71 and 10.72 (bakeries and fresh pastry production, respectively) or KAD 96.01 (laundry and dry cleaning of textiles and fur products).
For New Connections:
For new electricity connections activated by February 28, 2025, the subsidies will be calculated based on certified consumption measurements, prorated by the number of days. For new businesses that do not show gross revenues for the 2023 tax year but have certified consumption measurements from the relevant operator, they will be classified in Group 1.
Exclusions:
Businesses that have been caught engaging in electricity theft will not receive subsidies. The funds that would have been allocated to them (around €3 million) will be redistributed to the other businesses.
Businesses with fixed-rate contracts will not receive subsidies.
Application Process:
Applicants will log into the platform of the Distribution Network Operator (DEDDIE) starting Monday. They will need to confirm the identity of the business using their AADE tax system credentials (username and password). Based on the data returned from the tax system (Taxisnet), it will be verified if the user is a legal or natural person engaging in business activity and if their primary KAD is eligible for the subsidy.
If the tax identification number (TIN) does not have an associated electricity connection active between December 2024 and February 2025, the platform will show a relevant message preventing access. If the identification is completed successfully, the applicant will select the electricity meter number(s) for which they wish to apply for the subsidy. The system will show only active connections or those that were active for any period during the subsidy period with commercial or industrial use.
Outstanding Debts:
It is clarified that outstanding debts on electricity bills will not affect eligibility for the subsidy. Therefore, applicants with overdue debts will still receive the subsidy for the eligible period, as long as they are deemed eligible for it.
